Presently I am working as Intelligence officer NCB, Chennai Zonal Unit, located at Ayapakkam. On 10/02/2023, when I was working in NCB office, Chennai unit, I have received an information from reliable source at arouND 7. 00 p. m through the office telephone that one person by name Lova Kumar @ Kumar who is about 24 years oLd. aND of average built was traveling from AndrapradeSh. to Chennai via Karanodai Toll Plaza NH16, Nallur in between 12. 30 p. m to 2. 00 p. m. in his vehicle 4 wheeler Maxi cab traveler bearing No. AP 05 TA 4428 alongwith one co passenger aND that he will be transporting huge quantity of Ganja in his said vehicle. Also that he will be escorted by another vehicle Ford Eco Sport bearing Reg. No. AP 05 DT 1466. The informer further requested that if surveillance mounted at Karanodai Toll Plaza, the Narcotic drugs transported can be seized aND offenders can be identified aND apprehended. I have reduced the aforesaid information in writing at about 19. 00 hrs aND placed it my Superior Mr. Venugopal Assistant Director aND obtained his permission proceed further. The said information is marked as Ex. P. 1. In Ex. P. 1 inadvertently the time had been noted as 7. 00 a. m instead of 7. 00 p. m. After perusal of the same my superior officer directed me to form a team of NCB officials, proceed to the spot as per the information along with search aND seizure kit aND take necessary action as per the NDPS Act. **Chief continuation: **

On 11/2/2023, I along with my team comprising SI M. P. Narendran aND two NCB sepoys Tr. Jonesraj aND C. Haribabu proceeded towards Karanodai toll plaza on the departmental vehicle aND reached on the spot at arouND 12. 00 p. m. Thereafter I approached two persons who were present near the toll plaza namely Tr. Arulmani aND Tr. Suriyan PC, Redhills Police station, disclosed our identity by showing our ID card aND further disclosed the specific information dated 10/2/2023 with respect to arrival of one Force Maxi Cab traveler bearing Vehicle No. AP 05 TA 4428 which may be transporting huge quantity of Ganja (Marijuvana) aND also followed by one Ford Eco-Sport car bearing Reg. No. AP 05 DT 1466. Then I requested both of them to be present as independent witnesses for the upcoming surveillance seizure operation. They have given their consent for the same. Thereafter I had offered personal search of the team members the departmental vehicle aND myself. NCB team had voluntarily shown the search aND seizure kits such as DT kit, weighing machine, laptop aND portable printer. There was one NCB brass seal No. 11 fouND in my possession. During search by witnesses nothing incriminating was fouND with NCB team members as well as departmental vehicle. Thereafter I along with NCB team aND said two witnesses mounted discreet surveillance near aND arouND Karnodai Toll Plaza. At arouND 2. 00 p. m NCB team noticed from distance white aND pink colour Force Maxi Cab traveler van approaching one of the toll gate. It was immediately followed by one Ford Eco-Sport car in the same lane. As the registration number of said two vehicles were matching exactly with the specific information. The NCB team signal both of the vehicles to slow down after crossing the toll aND halt on the left side which they have complied. It was fouND that the Ford Maxi Cab traveler was been driven by one person aged about 22 to 24 years oLd. aND he was accompanied with an oLd. man beside him. The following vehicle Ford Eco-Sports car was driven by third person alone. Upon enquiry the driver of the Force Maxi cab aND its co-passenger introduced themselves as Lovakumar resident of Jallur Village, Pithambaram, AndrapradeSh. aND co-passenger Narala sathyanarayana resident of Fakruthene palame, Pithambaram AndrapradeSh. The driver of the following Eco-Sports car had introduced himself as Ramachandrudu Ramireddy. All the three were speaking in Telugu language which was translated by one of the team members Sh. . Haribabu. Thereafter Lovakumar aND his co passenger were toLd. to come out of the vehicle. Both of them were introduced with the NCB team as well as to the independent witnesses. I had disclosed to them about the specific information with respect to two said vehicles aND about our intension to conduct the thorough search of his vehicle. The driver of the Force Maxi cab was enquired aND both of them revealed about concealment of Ganja Packets had the roof of the Force travel maxi cab. Subsequently the driver of Force Maxi Cab name Lovakumar was toLd. go to the roof of the vehicle aND point out the place of concealment of Ganja. He was followed by two members of NCB team aND two witnesses on top of the said vehicle. I noticed that there was luggage carrier on top of the vehicle aND below it there was a silver colour rectangular large cover affixed with metal screw. Lovakumar removed on the unscrewed the rectangular large cover aND opened the same. Below the said cover there was large cavity filled with packets wrapped with brown colour adhesive tape. Lovakumar was toLd. to take out all such packets from the cavity one by one. All such packets were collected on the grouND. The total packets was 197 packets. Two such packets were selected randomly aND cut opened with the help of knife some dark green colour dry leaves with flowering tops was fouND those two packets. A small portion of content was taken aND tested with the help of DT kit aND result indicated positive for presence of Ganja (Marijuvana). Thereafter all the 197 packets, two vehicles aND 3 suspect persons fouND in the vehicle were taken to secure place provided by Toll Management. (Chief continuation)
